PRO-4 WEST MODIFIED RULES Last updated: 11/8/2008
1. General: Any American or Foreign hardtop car with 87" minimum and 102" maximum wheelbase. No convertibles, roadsters or trucks. 2. Bodies: Must be either O.E.M. or aftermarket stock appearing. Up to 30% may be trimmed off O.E.M. body, fender wells, front cowls, tail section, door posts or rocker panes or lower quarter panes. If you have any questions ask the Association. The front wheels remain open. Bodies, engines and frames do not have to be from the same manufacturer. No straight axles. Body damage must be kept to a minimum. 3. Weight: A. Minimum weight (including 8 gallons of fuel and driver) 1 lb. per C.C. B. Absolute minimum dry weight is 1250. C. All ballast must be securely mounted and painted white. D. Maximum left side weight bias 55%. E. All cars must meet the required 1 lb. per C.C. rule prior to participation in any race event. F. Immediately following each race event, the top 3 finishing cars will be scaled. Any car not meeting the weight requirements will be disqualified. 4. Engines: A. No rotary or twin overhead cam engines allowed. B. Maximum 4 spark plugs. C. Maximum 8 valves. D. Maximum C.C.'s 2300 +.30. E. Head and block casting must be mass produced for highway use. Esslinger D-Port replacement head (part # M-6049-E23A) allowed with a 100 pound weight penalty. The weight penalty will be evaluated throughout the 2009 season and adjusted accordingly. F. All engines must be centered to within 1 " of center of the car (side to side) using the crankshaft as a center point. The center of the car will be half the distance between the top front balljoints. G. Engines must be in front of the driver or behind the rear axle in a conventional manner. H. Engine setback will not exceed 10% of the wheelbase measured from #1 spark plug to the center of the right front top balljoint. I. Only mass produced for highway use engines allowed. OEM blocks, OEM crankshafts and OEM heads may be mixed and matched in any combination that satisfies the maximum CC rule (See section 4). J. No aftermarket crankshaft allowed. Crankshaft part numbers must be in factory parts catalog. K. Carburetion only, limited to 4 venturies. No turbos, superchargers or fuel injection. 5. Chassis: A. The driver must remain within the main frame rails and roll cage area. B. Maximum track width is 76" outside wheel to outside wheel. 6. Fuel: Gasoline only. No nitrous oxide. 7. Transmissions: Must have a minimum of two forward gears and one reverse gear. 8. Self starting only. Must have starter in good working order. 9. No wings allowed on exterior of car. No ground skirts or extreme use of ground effects. A spoiler on trunk deck is allowed, not to exceed width of trunk deck or a height of 8 inches. 10. No quick change rear-ends. 11. Electric fuel pumps allowed only with proper fuel shut-off toggle switch clearly marking on and off. 12. Safety: A. Roll cage material must be at least 1 1/2" round tubing of .090 thickness. Three side bars are required on the driver's side not including the main rail. Two side bars are required on the right not including the main rail. Any driver who sits within 14 of the right side must have a third right side bar. The roll cage must be constructed as to protect the driver from any angle. Gussets are required in the main cage area. Cage must be padded in the head and arm area. The tech committee has the right to prevent any car from racing if they feel that the car is not safe!' B. 3" lap belts in good working order with 2" shoulder harness and "antisubmarine" belt required and must be properly attached to roll cage. C. An approved window net is required on the driver's side or both sides if the driver sits within 14" of both sides. D. A one quart overflow can on water cooled cars and a quart oil catch can required on all cars. E. 3/16" scatter shield or blanket 180 degrees around clutch required. F. Fuel cells required. Maximum capacity is 8 U.S. gallons. Fuel tanks must be mounted to frame. Fuel cell container is required on all new fuel cells. G. Bumpers must be centered to within 1 " of 15" from the ground and must be a minimum of 4" high. Ends must be rounded or turned inward. Front bumper can only be chassis width. Rear bumper should extend to 1 " of the outside of the tire. Side scrub rails are required and must be at least 1 1/2" .090 tubing. Scrub rail is attached to the frame and extend to within 1" of the outside of the rear tire. Scrub rail must be 15" + or - 1" from the ground. H. Seat must be securely mounted to the roll cage and frame at the bottom and back of the seat. No more than 1 1/2" padding allowed. I. A firewall of at least 20 gauge steel must separate the driver from the gas, battery, radiator and engine. On rear engine cars a like firewall must also separate the engine from the fuel tank. J. All 4 wheels must have brakes in good working order. K. A padded headrest must be attached to the car. L. Driver must wear a S.F.I. approved fire suit and a Snell 95 or better helmet. M. Front engine cars must have a driveshaft safety loop 10" back from the transmission. N. Fire extinguishers or a fire extinguishing system are required. O. Steering wheel must have an approved pad on the center. P. A battery kill switch must be installed and easily accessible to crew members. The switch must be clearly labeled and marked “On and Off.”
13. Tires and wheels: A. Maximum tire width is 11 ". (Manufacturer's stamping) B. Maximum wheel width is 10". C. Steel or manufacturer approved racing wheels only. D. Each car is allowed only one new set of dirt and pavement tires each season. Replacement of one new tire per race only. Second set of tires will be voted on mid season. 14. General: A. Numbers must be neatly painted and be between 12" and 18" on both sides of car. A number 24" high is to be painted on the top and read from the passenger's side. A 6" number is to be painted on the rear to the left side. B. Driver's name in 3" letters above the right door. C. Hood required, and engine size should be painted on hood D. You must race 2/3 of the scheduled races in order to qualify for any points fund money. (In case of rain outs 2/3 of races ran)
15. Mufflers: A. Mufflers or supertraps required. Track rules apply.
16. Protests: A. A protest of the finish or rules must be filed in writing with an officer of Pro 4 West within 15 minutes of the posting of the official results. Cost for bringing someone up for protest is $10.00, which you will get back if you are successful. B. Any competitor willfully violating the rules of Pro 4 West will be dealt with by means of loss of payoff, points, and/or membership. C. Pro 4 West reserves the right to inspect any car at any time at the track.
17. These rules are recommended for the safety of the drivers and other members. Pro-4 West takes no responsibility for any accidents or injuries under any circumstances.

Pro 4 West Bi-laws Last Updated: 1/7/2009
1. Entries
A: Promoter or operating corporation, track operator, race director or Pro 4 West official may refuse to accept the entry of participation of any car, driver or person. In an event for which an entry blank is published, Pro 4 West headquarters, promoter or operating corporation, track operator, or race director must notify Pro 4 West headquarters no later than 24 hours after the entry deadline appearing on the official entry blank of any entries which have not been accepted for that event.
B: No driver or crew member may enter racing area until he has personally signed all required releases, registrations and entry forms. No person will be permitted at any time to sign the release sheet for anyone other than him or herself. Only those individuals approved by Pro 4 West (including but not limited to fire, wrecker, ambulance and security crews) shall have access to or be allowed in the pit or garage area's during an event, and the promoter and operating corporation shall provide sufficient security personal in the pit and garage areas to enforce this provision at all times during an event.
C: Any member who fails to obtain a competitor or pit pass and sign the release sheet for an event may be subject to a fine of $50.00 and/or disqualification of driver and car associated with the violation of this rule.
D: No driver, car owner or mechanic shall have any claim for damages, expenses or otherwise against a promoter, operating corporation, or Pro 4 West officers, directors, officials, agents or employees by reason of disqualification or damage to either or driver or both; and they agree the track is in a safe, raceable and usable condition if they take part in the racing activities.
E: All drivers, car owners, pit personal and/or mechanics assume full responsibility for any and all injuries sustained, including death and property damage, any time they are on racing premises or meeting premises, and in route thereto and therefrom.
F: No changes of driver at any time shall be made without proper notification to Pro 4 West officials and to the head scorer. Any Pro 4 West member who permits an unlicensed driver to drive a race car or fails to notify Pro 4 West officials of a driver change during an event may be suspended.
G: A verifiable weight slip must be given to either the pit boss or to a Pro 4 West official prior to the first race of the season. Failure to do so will result in you not racing.
2. Inspections
A: The timing, method, and type of car inspection and the number of cars to be inspected at any Pro 4 West event shall be determined by the Pro 4 West official in charge of the event or by the track official.
B: Pro 4 West reserves the right for inspection purposes to seal or impound cars competing in an event.
C: Pro 4 West assumes no responsibility for impounded cars.
D: It shall be the responsibility of the driver or car owner to tear down a car for inspection when requested to do so by a Pro 4 West officials. Failure to comply will result in disqualification of driver and car. Tear downs will be conducted after all events are completed.
E: At any event which calls for a mandatory inspection of cars after the event, any car taken from the racing premises without permission from the Pro 4 West official in charge of the event, or is taken immediately to the inspection station after receiving permission to leave the racing premises, will subject the driver and the car to disqualification unless it can be proven beyond any reasonable doubt that the violation was caused by circumstances over which the car owner or driver did not have any control.
F: Pro 4 West reserves the right to confiscate any part and/or equipment found during an inspection that does not meet Pro 4 West specifications set fourth in these by-laws and rules as they may be from time to time amended. Should the driver, mechanic or the car owner refuse to surrender the part or parts involved then he is subject to automatic forfeit of all prize monies and points for the event.
G: Pro 4 West specifically reserves the right to inspect any car which has previously participated in an event not sanctioned by Pro 4 West to determine that it meets all safety standards required by Pro 4 West.
H: Pro 4 West reserves the right to limit admittance to any area or garage in which inspections are being made, and the Pro 4 West official in charge of the event has the right to limit the attendance to only the Pro 4 West inspectors and the two mechanics assigned to handle the work necessary in preparing the car for the inspection.
3. Race Procedure
A: Decisions of the Pro 4 West official assigned to an event with respect to the interpretation of the Pro 4 West rules as they may pertain to race procedure, shall be final. Such interpretation of the Pro 4 West rules as they may pertain to race procedure, include, but are not necessarily limited to, the line up of the cars, the start of the race, the control of the cars, the election to setup or delay a race, the positioning of the cars on re-starts and the assessment of lap and time penalties. Many decisions are difficult to make and seem well certain angles of view and should be made as fairly as possible but, right or wrong as in many sports the official’s decisions are final. Every effort will be made to be sure official’s decisions are impartial and for instance - not giving preference to drivers that are top runners.
B: At all events the driver assumes responsibility for the actions of his/her pit crew.The driver shall be the spokesman for his/her car owner and pit crew in all matters pertaining to the event.
C: If you have a problem, talk it over with an official in a civilized manner that's without swearing, yelling or being obnoxious. If you cannot conduct yourself in a civilized manner then you will be escorted off the premises and penalized. Fines for misconduct range from $5.00 to $50.00 depending on the severity of misconduct. Continual trouble makers will be permanently suspended. Drivers and pit personal will be held responsible for the actions of their families in the grandstand area. Anyone assaulting another person will be suspended for 1 year and prosecuted as the law allows or receive a $50.00 fine and suspension depending on the situation. Anyone found intoxicated before or while competing or while in pit area will be asked to leave along with the driver and car associated with it.
D: Lap time penalties on longer races must be executed by bringing violator to pits immediately and imposing penalty.
E: No driver may qualify more than one car in time trials or qualifying races. The time accredited to each car determines it's starting position. If alternate driver is used then it will be moved to the back of the qualifying races car qualified for. It is the driver's responsibility to notify pit boss or scorer. Any driver that has not qualified his car must start at the back of the slow heat and/or main event.
F: All drivers must be on time to compete in the events for which they are scheduled. Any driver or car not ready to compete when called may be sent to the rear of the line in time trials or races; changed to a later race; or left out of the remainder of the day's racing at the discretion of the starter; who will start the race. Disposition of the cars not in position shall be at the discretion of the Pro 4 West officials. This rule as well as paragraph "F" of this section shall apply on restarts. The race begins and scoring and official distance begins when starting flag is displayed. You must complete one full lap under green flag to be credited with points for that race.
F: Once the field of cars is lined up, the starter signals the driver to be ready. Yhe preliminary laps will be set at the discretion of the starter, who will then start the race.
I: When a race is stopped before the completion of one lap there shall be a complete restart in the original starting position except those cars causing an accident, if any, shall start at the rear of the others. 1. Any car causing a race to be stopped, such as a spinout shall be considered as involved in an accident. 2. Any cars stopping due to the mishap and not driven immediately to the starting line shall be considered as involved in an accident. 3. Not more than one restart at the beginning of the race will be allowed in any one event.
J: When a race is stopped after the completion of one lap, cars shall line up in the order in which they were running at the completion of the last full lap before being stopped. Those cars being involved in the accident, if any, shall start at the rear of those not involved regardless of the number of laps they have covered. This rule shall apply at all times. Should enough laps have been covered for the race to be called a complete race, drivers will be scored and paid on positions they would have held in a restart.
K: All races shall be run until the leader covers the advertised distance. Should unforeseen circumstances prevent the completion of the advertised distance, the race will be considered officially completed after the halfway mark has been reached provided circumstances make it impossible to continue the race within a reasonable time after it has been stopped.
L: All participants are subject to Pro 4 West rules and regulations when on the racing premises.
M: All major car repairing must be performed behind pit wall.
N: No intentional hitting of cars on the track, unless its a special event that allows bumping or a destruction derby.
O: Any car observed on the race track without the gas cap in the closed position on the filler spout will be flagged into the pits and kept in the pits until the gas tank cap is placed in its proper place.
P: If a scheduled double points race is cancelled, then the double points race will be moved to the next like race. (dirt to dirt) (pavement to pavement)
4. Membership Responsibilities
A: Dues must be paid by march 1st prior to the start of the season. Said dues are $25.00 per driver, $15.00 per pit crew member or general membership. Dues are paid annually.
B: It is the individuals responsibility to attend meetings and pay attention at the meeting. It will also be the responsibility of each member to call other members to find out what is going on in the association. Pro 4 West will provide paid members with rules, bi-laws, race schedules and membership logs.
C: $5.00 fee per sanctioned race will be deducted from each car for the points fund. Any monies owed to the association will be taken out of the drivers prize money. Membership must be paid prior to receiving points.
D: Non-member visitors and spouses are welcome to attend meetings and Pro 4 West functions, but only dues paying members are allowed to give input or discuss association business during meetings.
E: Pro 4 West is a registered name with the State of Oregon and only association sanctioned races and functions may be advertised as a Pro 4 West event.
F: Any rule change causing an expense must be voted on by either driver or car owner not both with 2/3 voting.
G: Anyone bringing up a major rule change must have been a member for one full year.
H: Nominations for officers are held in October with elections held in November. Only people who have been members for one full year can be elected into office.
5. Job Descriptions
President; Call all meetings to order. Oversee any committees, handle any complaints, problems, discussions, and may direct members to proper personal or authority. Responsible for checking on final approval of race schedules, documents, fund raising and all Pro 4 West business.
Vice President; Takes over president’s responsibilities in his absence. Takes over secretary/treasurer responsibilities in his/her absence. Heads certain committees. Handles association business directly with other Pro 4 West officers.
Secretary; Takes notes at all association meetings. Gets race results from pit boss/track officials, calculates points for said races. Keeps track of membership applications. Assists other Pro 4 West officers in their duties.
Treasurer; Collects and deposits money for dues, race fees, paid memberships, keeps records of funds.
Pit Boss; Is only elected officer to sign in as a track official and only officer to coordinate races with track officials. Records time ins for Pro 4 West drivers and along with two Pro 4 West officers writes line ups. Lines cars up in timely manner for scheduled races. Records race results and reconciles with lap sheets from track.
Sergeant in Arms; Non-driving member in charge of keeping order at any and all Pro 4 West functions.
